Stuart Rescue is a volunteer ambulance service that is approved by the Iowa Department of Public Health, Bureau of EMS, to function at a Paramedic level. Currently there is one paid full-time “Director of Operations” and soon, will be adding a second full-time Paramedic Specialist. Currently, there are 20 members on the roster. We have a regular business meeting the last Thursday of each month and provide in-house training for all of our members.
Answering over 350 calls for help each year, we respond to motor vehicle accidents, medical emergencies, mass casualty incidents, fires, provide a tiered response service to surrounding communities and other situations.
Stuart Rescue is located at 211 E Front St. in Stuart. We share housing with the Fire Department and have two fully equipped ambulances to provide paramedic level service. When there is not a paramedic available, the ambulance still responds and provides emergency care at the basic level.
There are several different levels of Emergency Medical Technician (EMT) certification in the State of Iowa. Currently, the members of Stuart Rescue represent five of these EMT certifications:
- EMT-First Responder
- EMT-Basic
- EMT-I
- Paramedic Specialist
- RN Exception-Paramedic Specialist
In addition to these certifications, some members have taken additional training in various areas and obtained endorsements to their certification. These endorsements include:
- Emergency Rescue Technician
- EMS-Instructor
- Skills evaluator for State of Iowa EMS testing
- Emergency Vehicle operations Course
In order to provide the highest level of care in a timely manner, all levels of EMT’s in the State of Iowa operate under written protocols and procedures. These eliminate the time consuming need to radio or telephone a hospital for orders when dealing with the most common out-of-hospital medical emergencies. Hospitals may still be contacted with requests for orders or with questions when providers feel there is a need.
Stuart Rescue provides Paramedic Specialist level emergency medical care to the community. The Department operates two Type III Advanced Life Support ambulances.
TRAINING
All persons that want to become emergency medical service providers must undergo initial training that is administered by the Iowa Department of Public Health conducted regionally by designated training centers.
This training involves classroom lecture, practical skills work, clinical rotations and ambulance ride-time.
Once the initial training has been completed, on-going training is required. All EMT’s in the State of Iowa are required to renew their certification every two years and during that time are required to obtain a certain amount of continuing education hours.
HIPAA Policy
The Health Insurance Portability and Accountability Act (HIPAA). The law sets basic requirements that health plans must meet. Due to HIPAA regulations, all persons treated or transported by Stuart Rescue are given a Privacy Practices Booklet that explains what Stuart Rescue can and cannot do with the information about your health that is gathered during the call. You are asked to sign a form that both acknowledges receipt of the HIPAA Privacy Practices Booklet and authorizes Stuart Rescue to directly bill your insurance carrier for the cost of the ambulance service.
